Who Needs a DGSA

You must appoint a DGSA if your business regularly:

  • transports dangerous goods

  • packs or repacks dangerous goods

  • loads or unloads dangerous goods vehicles

  • consigns dangerous goods for carriage

  • imports or exports dangerous goods as part of normal operations

Who Is Exempt

You may not need a DGSA if you only:

• Transport dangerous goods on an ad‑hoc basis   What does “ad‑hoc” actually mean for your business, and can you demonstrate that it is genuinely occasional rather than routine?

• Move small quantities under Limited Quantities (LQ)   Do you understand what Limited Quantities are, and do you keep sufficient evidence to prove you meet the exemption?

• Move dangerous goods over very short distances   What counts as a “short distance” in your operation, and can you justify it if asked by an inspector?

• Handle goods that fall completely outside the scope of ADR   Are you certain the products you handle are not classified as dangerous goods under ADR?
